Several provisions of the Animal Husbandry Law of the People's Republic of China stipulate the supporting policies for the development of animal husbandry, including supporting large-scale breeding, strengthening the protection of livestock and poultry genetic resources, implementing improved seed subsidies and discount subsidies, and ensuring the land for breeding. In recent years, the country has issued a series of policies and measures to support the development of animal husbandry. Especially since 2019, it has successively issued 19 policies and measures, such as capital construction, financial subsidies, financial insurance, breeding land, environmental assessment commitment system, and green channel. The strength and content of the policies are unprecedented, and the policy system to support the development of pig industry has been constructed. In order to ensure the effective implementation of the policy, the Ministry takes the lead in establishing a policy implementation coordination mechanism involving multiple departments, setting up a policy consultation telephone, regularly meeting to solve the outstanding problems in the process of policy implementation, and strengthening the supervision and assessment of the local government.

At present, the Agriculture Committee of the National People's Congress is organizing the revision of the Animal Husbandry Law of the People's Republic of China, and the Ministry will actively promote the effective policies and measures implemented in recent years to be fixed in legal form. At the same time, we will promote the introduction of suggestions to promote the high-quality development of animal husbandry, further improve various supporting policies and measures, and provide strong support for the sustainable, healthy and stable development of animal husbandry.

In recent years, the Ministry has insisted on promoting the optimization and adjustment of regional layout and the development of standardized large-scale livestock and poultry breeding as an important part of the upgrading of animal husbandry. The National Pig Production and Development Plan and the National Beef and Sheep Production and Development Plan fully consider the multiple factors such as environmental carrying capacity, resource endowment, consumption preference, etc., and separately divide the production of pigs, beef cattle and beef sheep across the country, clarify the development tasks of different regions, and require all regions to refine regional development priorities according to local conditions. At the same time, we have vigorously promoted standardized large-scale livestock and poultry breeding, supported large-scale livestock farms to improve infrastructure and equipment conditions through various project channels, organized and carried out livestock and poultry breeding standardization demonstration activities, created a number of national-level standardized demonstration farms, and led to improve the industry's intensive and standardized development level. In addition, we should give full play to the leading role of leading enterprises in the industry, and guide the standardized and orderly development of small and medium-sized farmers through various forms such as "company+farmers", equity participation, and technology trusteeship.

In the next step, the Ministry will further optimize the regional layout of livestock and poultry breeding, continue to guide and support leading enterprises to play a leading role, accelerate the development of moderately scaled standardized breeding and promote the high-quality development of animal husbandry in combination with the preparation of the "Fourteenth Five-Year Plan" development plan of animal husbandry.

   The Ministry attaches great importance to strengthening the technical training and guidance services for farmers, relying on grassroots animal husbandry and veterinary institutions, scientific research institutions, industrial technology systems and industry associations, to provide guidance and services for farmers in breeding technology, disease prevention and control, and waste recycling. Organize expert groups to tour around the country, hold online training courses for different subjects for many times, compile and print technical manuals, pocket books, clear papers and other materials, distribute them free of charge, publish technical guides, prevention and control technical specifications and other articles in the full text of the farmers' daily, and strengthen publicity through various channels by subject and link. The local agricultural and rural departments also guided the farmers to improve the breeding management level and animal epidemic prevention level by combining the local actual situation and through the guidance of entering the site, expert lectures and training. Next, we will further innovate ways and methods, expand service target groups, improve the pertinence of technical training, enhance technical guidance and service capabilities, and effectively help farmers solve various technical problems in production and development.

    In order to implement the Opinions of the General Office of the State Council on Accelerating the Recycling and Utilization of Livestock and Poultry Wastes, in December 2019, the Ministry of Ecology and Environment jointly issued the Guiding Opinions on Promoting the Utilization of Livestock and Poultry Manure and Strengthening the Treatment of Farming Pollution in accordance with the Law, encouraging and guiding all localities to accelerate the recycling and utilization of livestock and poultry manure and unblock the channel of returning manure to farmland, Accelerate the transformation of pollution prevention and control of livestock and poultry breeding from paying attention to standard discharge to paying attention to full utilization. According to the idea of "nutrient balance and promoting breeding", promote the return of livestock and poultry manure to the field and improve the utilization level of manure resources. In June this year, the two departments issued a notice to clarify the standards and specifications that should be implemented according to different discharge directions or utilization methods of livestock and poultry manure. In order to strengthen the technical support for the utilization of livestock and poultry manure resources, the Ministry of Science and Technology has set up a scientific and technological innovation alliance and a technical steering committee to carry out research on key technologies and processes for the treatment and utilization of manure, summarize and refine nine main technical models, and require all regions to accelerate the research and development of technologies, processes and equipment for the utilization of livestock and poultry manure resources, and strive to break the Utilization of livestock manure as resources Key technical and cost barriers in the process.

    In the next step, our Ministry will cooperate with the Ministry of Ecology and Environment to study and revise the Emission Standard of Pollutants from Livestock and Poultry Farming, supervise and guide livestock and poultry farms to build and operate pollution prevention facilities as required, and implement pollution prevention measures; We will further unblock the channels for the return of manure to farmland, promote the preparation of special plans for the prevention and control of livestock and poultry breeding pollution at the county level, clarify the key points of pollution control and the comprehensive utilization of waste and other pollution prevention measures, and continue to improve the level of utilization of livestock and poultry manure as resources.
